The Flowery Doll Pram

Here's a little girl with her doll pram all decorated, probably for a parade. The pram has been made to look like a boat, with a sail and a couple of American flags. In her pram are two dolls - or perhaps a teddy bear and a doll.
This is an unsent, divided RPPC. with "Elizebrth (Elizabeth?) Pedgis, (and, added in a different pen) "cousin"
The stamp design indicates a date between 1904 and 1918.
