hmmm. It's possible - but the sailors and the soldier look pretty healthy - and it's hard to imagine a trip to the roof from a working hospital.
You could be right, though. Perhaps they are visiting friends there - and this is a family & friend group having their photo taken on the roof of the infirmary.
