All German locomotives have red wheels and motion, but the vivid green, I have no idea. I guess being a fireless it won't get so dirty, and being a factory shunting loco the owners can paint it whatever colour they want!

Fireless locos were used in factories where there was a readily available steam supply, or where there was a huge fire risk from a conventional loco. They also had an advantage of being much simpler to drive and of course not needing a fireman!
I have seen a few of these (of different makes) on my travels around Germany, so maybe not quite so unusual..

The colour seems quite common! it is known as "DDR Fireless Apple-Green"
