They had just wheeled it out of the shed for some publicity / filming and had it 'give a twirl' for the newsreel cameras. I presume it had just come to the end of a major overhaul, as the paint job was immaculate.

What lovely framing, and the engine is beautifully captured. I also like the little details such as the two men chatting and a glimpse of the hillside behind the train.

Usually I will photoshop any extraneous distractions from the background on this kind of picture, but (like you) I reckoned those two guys deserved to be there!

It has just been overhauled.. I think!
