I'm happy that you had a good look!!
To be honest, I don't know what they are, beyond a 'sculpture'. They are not streetlights, and not spoons. They are a solid shape, almost like the buds of flowers. At the base of them are some very large 'beach pebbles' which are probably part of the scene.. Have a look on Goggle below.

No, we didn't go up the tower, but instead went to Morecambe for the day!!
