Peter_Private_Box club has replied to Andy Rodker clubThank you for your visit and keen observation here. You are right, we could not tolerate a whole city full of locomotives like this. However, we note in this case that American locomotives never seem to burn their fuel as cleanly as British ones, and that this amount of dirty exhaust is somewhat unusual.

This is trackside, just outside Cheddleton station, the last of three very different pictures from this departure for Ipstones.

Why American locos are worse than British ones, I don't know, but I did find something here..
