Only a nutcase would think of this.............

Instead of digging hundreds of feet down from the mine...
.......... build a scaffold at the cliff bottom... above high tide.
................and dig sideways level.. into the cliff...

The problem is that the pumping house as here must be at the top! The mine itself is 50-100 yards further inland from the pumping house and the mines go down far BELOW sea level and then extend far out under the sea!! Your sideways adit into the cliff would need to take all of the above into account! Plus the storms here would make very short shrift of your scaffolding, I can assure you!
Nutcase? No. Impractical? Probably!

Surprising to me, how plants can grow on this very upright place in such an envirement - stormy, salty, either burned with sun or shady most time. Live on earth is wonderful - as this photo is!
