Thanks for the explanation, though I was only being scandalised in a mock way. A recent British Chancellor of the Exchequer made censorious remarks concerning people whose blinds were drawn in daylight, the clear inference being that they were feckless idlers who ought to be out working. As if it was any of his business. As for the building in your picture: it is achingly utilitarian and dreary, yet the addition of rock dash stucco (for that is what I presume you mean) must have added no beauty and cost a good deal to boot. Maybe it provides insulation or deters vermin.

My reply was mock-earnest, too, TLC. I had a quick look at the building on Street View and there could well be foam under the stucco, so it could well have been added as insulation. They painted the stucco grey, though. A bright colour might have helped relieve the air conditioning in the summer. But then I've never run an office building in my life.
