Women Behind Shrubbery

There's some story here - I wonder what it is? The two women on the right appear to be maids with one of the women on the left playfully admonishing the woman on the far right - but what they are doing behind the bushes?
I've guessed (and added to the group) that this was taken between 1900 and 1910.
No idea where it was taken. I found it in an old box of photos in Vergennes, Vermont - some of them were from Canada - some from New England region.
This looks English to me but it's probably the influence of all those old BBC series!
