The nameplate just above the headlight says "Midpoint", which is also the name of the restaurant outside which it resides (if you look on the map)

I am not an expert on such matters, but I believe this is a variety of Tuk-tuk, essentially a powered rickshaw. Probably Ok in India, but anywhere else just for fun!

You could be right. I would never be seen in it for a number of reasons, some too politically incorrect to be printed.
The little nameplate above the headlight says "Midpoint". It is outside a restaurant called "Midpoint". It has not moved for some time. So maybe the pink colour is just a marketing ploy to draw attention to the restaurant, but for what kind of customer I do wonder!
