The idea of the spinning decoration is that the rising hot air from the candles spins the blades, but in this case I think a bit of theatrical license has been used!

I don't know the name for that kind of Xmas decoration, but the 'normal size' sits on the window ledge at home, and the rising hot air from the candles makes it turn. This one is 'fairground size', but like the smaller cousin, is spinning too!
