HFF Everyone!
This motorway slices the univerity in Madrid completely in two with just this footbridge linking the two sections of a vast campus area. The unused cenral lane is almost certainly a dedicated cycle lane.

No it's not a toll road, Keith - but maybe a dedicated bycicle track?
In fact the penny has dropped and, of course, that's what it is!! I shall add it to the notes!
