I'm wondering if the top floor is an addition to the original build.
Apparently the ground floor has changed since you took this intriguing shot and it is an eatery called Munchies.
Although I am not sure of the history of this block, it seems to be part of the Douglas Estate. Along with other similar estates, like those of the Peabody and Lewis Trusts, they were built to replace the dockland slums and were intended for workers in the local docks, tanneries and other factories. As I see that a one bedroom flat in the estate is valued at £400,000+ I guess that they are now in the open market and the low-paid workers are having to live on the outskirts and commute in!
Looking around the area, on the street-view map, and at my adjoining shot, I would guess that the top floor was probably included in the original design.
