A long time ago, the road in the background was the national road linking the ocean to Switzerland (the RCEA, Route Centre Europe Atlantique). It was a narrow road with heavy lorry and car traffic, and very accident-prone. At this spot, known as La Redoute, there used to be a well-known roadside restaurant (you can see one of the surviving buildings in the second photo) and this rusty barrier was used to close off the small departmental road to the lorry traffic that used it as a good shortcut.
Since then, a two-lane dual carriageway, similar to a motorway and free over a very large section, has been built below, and the small country road is only used for local delivery traffic.
Clicking on the location gives a clear idea of the layout.
