Water hardness does indirectly affect the cost of living - those living in hard water areas spend more on soap / detergents, plus certain electrical "white goods" do not last as well - things like furred up kettles and washing machines. Also hot water pipework can become almost blocked by limescale deposits - and it needs more expensive energy to heat that water as the scaling is a poor conductor of heat.
[Quibble - this does not distinguish between temporary & permanent hardness - a chemist would do so]

I was brought up in one of the "Very Hard" areas, moved [after higher education] into a "Moderately Hard" area. I then spent several decades regularly visiting an area with excessively "Soft" water [and had to remember not to use excessive amounts of soap / shower gel as rinsing off was an art form !]

I would bring water samples from various areas [tap & stream] up to the school my OH taught at - for the kids to do the scientific tests on water hardness.
[They were stunned by the difference between the "Soft" and "Very Hard" results]
