Perhaps somthing to do with a railway line (is there one here out of sight?). There should be two poles, one is missing, is it part pof one of those two-people rail transporters that you see in old Keystone Cops films when they are being pursued by a train?

No railroad. Yes, I noticed the missing handle, too. Somehow, that makes it even more puzzling, as it's hard to visualize how it was handled. The harvester is to the right, close enough that I think they're connected. It seems to me that it's for pulling something...
