Well, I know what you mean, Peter - but here this is a so called "Hall of fame", means graffiti is allowed at this place. We have some of such places and some paintings are really art.
Here an older one from this underpass - and I really like it so colorful, earlier it was a eerie, bare tunnel with white tiles:
