First I hold the camera steady, and then started to tilt downwards. I think it is easier that way.

Similar effect can be achieved accidentally with cameras and lenses with stabilizer and shorter exposures. First during the hand held exposure the stabilizer tries to hold the view staedy, but then it has to give up. That is what has happened here:
