A bit late for halloween

The yellow and blue combination is a preset used in Photoshops colour gradients and used here as a radial gradient behind the black layer. That in itself comes from using an effect called find glowing edges which turns your image black and applies the bright coloured edges to the outlines.
.....and those shoes have crept in again!
