The man with the fair hair in the upper right photo may be Boris Johnson, the current Mayor of London. As a cyclist, he may well have tucked his trousers into his socks, as this person seems to have done. Boris is renowned for his untidy blonde hair. The rounded building in the lower right photo is London's City Hall, which the Mayor's official office. Boris became the Mayor in 2008, this is just before that.
