I wasn't sure what I was looking at, but it seems MDU replaced the pole and sawed up the arm from the old one without bothering to unlink the suspensions or untie the insulators.

It now looks like that the line going off to the left will be removed later.

That looks like the remains of a dead-end arm. Looks like they simply sawed off the ends of the arms and left them floating on the line.

Holy cow, you're right! I updated the description - thanks. Edit: The line coming to the front has since been removed, as the power now comes from the other direction.
