I'm hesitating


I am hesitant to complain to the city council about this hand-rail.
It not only has this patch of rust, but the post just out of the
picture actually has separated from the ground and hangs in mid-air.
I am afraid they'll just remove the (very useful) steps the hand-rail
is on.
