James there are no captions really, this was on a wall just above a bench, so the uneven surfaces may look like they have writing but don't. There have been a lot of new stencil type art bits show up in the South of England, in Hastings as well. Not sure they are the same artist however.
I'm thinking because this is under the Pier in Eastbourne and above a bench and a good place for teens that want to make a mark in this world (often with a sharpee) its older stuff, then the artist came along (whom is just someone that wants to make his mark in stencile and paint), then the 'You're on CCTV' looks like its blue-ish Nail-polish, Girls want to make their marks too in this world....Now I've photographed it and put it onto Ipernity, because I want to show marks in the world....
