Winter Storms "Ciara" [8 - 11th Feb 2020] and "Dennis" [15 - 19th Feb 2020] caused the majority of the excess rainfall recorded in February 2020. Prior to this, between November 2019 and January 2020, there had periods of excessive rainfall, so the ground was pretty much already saturated.
There was a good deal of flooding and related damage in the UK & Europe, plus some 25 fatalities in this wider area.

I had been in Birmingham and was trying to get home to SW Northumberland during "Storm Ciara" - it was definitely extremely wet and windy.
