It was a very hot day, as you can see from the heat haze around the bridge in the distance.
And the camera was down level with the top of the rails..

Probably the sign 25 is speed limit. May be the maximum attainable was 35

Certainly the 25 MPH is the speed limit. As I took the photo a very restrictive speed is in force on a bridge behind me, so 25 is a reminder of normal line speed is resumed. When this was a fully operational railway the speed limit would have been much much higher than 35
