Andy Rodker club has replied to Jenny McIntyre clubThis has been a footbridge for a long time. I doubt it has been a major route in or out Madrid for at least a century. Different in the past of course! This was then one of only two major bridges. Much better to control the taxation of goods in and out of the city!
