It's a blow hole Ron. There are several along this coast and on similar coasts around the world. At high tide, water rushes into sea caves and the force of the incoming water (usually on days with high waves) pushes the water already there up and out through any available vent. So if a tall wave comes along every couple of minutes or so (I haven't timed it), the blow hole will spout a few seconds later. Here at Tubby's Head the two blow holes can spout every 15-20 seconds on a rough day but I wouldn't go down on to these rocks then - too risky! Sorry, that was a very non-technical description, I'm not a scientist!
