We used to do this as students. Then they had fixed dates for "Sperrmüll" and we browsed the streets to find something we could use. It got out of hand when professional dealers from (S)E Europe started to come in droves and started quarreling over the spoils. The council then abandoned the fixed dates and now you have to have to put in a request by card which most can't be bothered to do.
