Mystery conifer

There were two gardeners trimming shrubbery at Azalea Park. I asked what kind of tree this is. They looked up at it, puzzled, and said they didn't know. I asked if they thought it was a pine, trying to at least narrow it down a little. They said they didn't know. Huh. What kind of gardeners are those and why are they in charge of the pruning?
I've just noticed some weird pixelation in this, close to lawn-level. The original is about 2700 x 2000.

From talking to the neighbors, they did nothing to the tree ... if it were in NC mountains, it would have been shaped yearly. Try to find someone willing to try (they MUST) have references ! Am very picky about our trees.
In Florida, we had an Arborist - "The Tree Lady" .. yes, that was the name of her business ! Quality - knowledge - an artist...
Had no Fir tree for her to care for in FL, but she came yearly to trim/thin our large Camphor tree. She would walk down the street - stop - look back at the Camphor - make notes - she did this from all angles .. then would come tell me what needed / should be done. .. always done before hurricane season began... always.
Her employees were superb - followed those directions to the letter ! If they had any questions or if I did (you know I watched them - with camera) they would call her for clarification.
Now, the guy next door -- hired somebody to cut limbs off a Cherry Laurel and eventually it killed the tree. Just like those people who make ' hat racks ' of trees !
If people, who should know about trees don't when you ask a question, mark off the list !
Period ..
Miss my Tree Lady :(
