Maybe he wanted photos of the piles of gravel across the river. This sort of thing happens to me almost every day. There are hooded mergansers on my pond, but while I am trying to find a place to photograph them, the dogs run up and scare the ducks. The great blue heron is even more skittish. I don't even see him until he is flying away.

At least your dogs are 'naturals', they don't know any differently. These two guys (one was behind me) should know a little something about nature photography, otherwise they'll never capture these very shy northern ducks with their camera.
