Asked a local Policeman what this meant ...'' that marks an area where drugs can be bought/sold '' took a short cut and this I saw.. thrown over a utility line .. ( Florida USA ) have seen a 'shoe tree' in Michigan .. on the way from Traverse City to Mackinac Island..
