Without the cupcake but the wrapper around the hat. The glue hadn't dried yet.

To cut out the cupcake wrapper, I had to use math. I knew the circumfrance of the crown on the hat was 22". This made the radius I needed for the base of the cupcake wrapper to be 3.5" roughly. I then added 6" for the height of the cupcake wrapper and pinned out the top and bottom before cutting it out.

After I finished pinning and pleating the fabric into place, I glued the "valleys" between the pleated to the buckram.

The cupcake in the center! I'm going to sew down the foil wrapper edges under the cupcake base. This should help to keep the pleats even more.

Just showing the progress on the pleating. It's not perfect but it looks like a cupcake wrapper.

I sewed the sides of the wrapper to the buckram base. I also pinned the center.
