When Konrad Adenauer was mayor of Cologne in the 1920s the "Inneren und Äußeren Grüngürtel", the inner and outer green belt was created, on the premises of former fortresses. The "Äußere Grüngürtel", crossed by the Militärring ("military ring"), runs all around Cologne. Here are large parks where the citizens may walk their dogs, jog or have a picnic. There are some artifical lakes. The "Kalscheurer Weiher" is one of them. Some years ago a local initiative took over the abandoned kiosk, rebuild it, revitalized the terasses and even repaired the old rowing boats, that in summer can be rented out. kalscheurer-weiher.de
