You are right, it is the way to make a difference between tourists and locals. In winter you see us with boots and warm coats, tourists in what we consider Summer clothing ! For us under 20ºC it is Winter, under 25ºC Spring...

So true:-) Same in Scandinavia- they wear shorts and T-shirts when the sun is out and it's above 0°C, we continental Europeans are in winter clothes;-)
