I use the fabric of my husbands glasses..........

I use a lens brush for my slides before scanning them.
Some dust may remain and it doesn't remove scratches, of course. Software can help a lot in an automatic way but there is always retouching to be done.

Some scan software like Vuescan, which I use, has a perfect dust and scratch removal. Automatically! Of course after a first rough cleaning with the brush.

I use this on a soft lentless wipe before scanning. I usually still have to do some spotting in Lightroom:
