Guess what? I

EDIT 19.3.2015: A new one to be solved at group Rätselecke - Puzzle corner - Coin énigmatique. Like you see, this picture I uploaded already some time ago. So, there are few guesses and tips already. This is actually quite a useful item.
Do notice I also added the answer onto my previous contribution: www.ipernity.com/doc/serola/28645423/in/group/1387946
EDIT 21.3.2015: SOLVED! Conggratulations Cammino!
It is called as "milk watcher" (milchwächter, anti-monte-lait):
en.wikipedia.org/wiki/Milk_watcher
de.wikipedia.org/wiki/Milchwächter
fr.wikipedia.org/wiki/Anti-monte-lait
