Yeah, where do you get that "dry brush technique?" My fave free editor now expects me to pay for their most decent "paint" effects. The nerve!

Dry brush is in Photoshop Elements 6 ... haven't looked in PicMonkey for it, though it just might be in the tools they have.

Oh, I don't have Photoshop. No, PicMonkey doesn't have anything even nearly this sophisticated. I did find some nice paint effect on Photomania, but it's kind of a pain to use. Oh well!
