I think this is "Rabbit's foot clover" (Trifolium arvense) but I am not sure.
We were walking along a very busy highway today, seeing what was growing in the ditches, and there were carpets of this stuff growing. From a distance, it's just a grey dusty thing but, close up, it's lovely.
