I've seen this painting a million times, it feels, and I still have no idea what is going on with her outfit. She has a cut velvet forepart in green. The white satin overskirt has a funky line near the waistline. I'm not sure what's up with the gold bows either.

The sheer partlet has ties in the back that we can just above her shoulders. Overall, she looks like she got stuffed into the dress and it doesn't flatter her at all.
