Bollards in Newman Passage, Fitzrovia.
I'm not actually sure what they are. I don't think they're boundary markers of any sort. It looks to me as if they were put there to prevent vehicles damaging the corner of the wall and then carpeted so that the vehicles weren't damaged by the bollards...
