This looks more like Rosebay Willowherb as you call it in the UK, but I can't see the flowers well enough to be sure.

It's purple loosestrife according to the gardener who used to come here. He'd been in charge of the council gardens so I trusted him to know. I've looked up Rosebay Willowherb and although they do look similar, the actual flowers are different.
