No. But even if I were, I'd be in favour of it and of higher taxes on private motoring generally, regardless of emissions. Some regard universal car ownership as a God-given right, regardless of its environmental consequences, not only to air quality. I do not.

This has nothing to do with air quality and everything to do with controlling the population.
