This is Health and Safety gone migraine. The visual dazzle created by the double stripes could actually make the stairs more dangerous. Especially with writing on them too. There will be a lot of congestion at Oxford Railway Station if would-be passengers stop to read each polite warning before proceeding. (And they can't be seen by the people coming down.)
