If you'll look at about the middle of the picture, you'll see the ghost of a "Subway" sign. I held it there for a second or two, then starting swirling it around a little. The dash lines are most likely street lights, as they are alternating current and actually flash like this. It's just that our eyes can't see it because it's so fast of a flash. But, by moving the camera like this, it will pick up the gaps in the light.
