It was, it was intended for Southern Germany, where you can find lines with considerable gradients.

No it is just an exhibition composition of this loco and one coach in front of the national railway's (Deutsche Bahn) officie buildings. The "track" is as long as the "train". So, "preservation" in this case is not much more than painting the outside ;-)
