Unknown Tiny Bug

Unknown Tiny Bug
These are really small, maybe 2mm long. I finally got one to be still long enough to let me photograph them, and now can't find an ID.
They look a lot like the 'froghoppers' but seem to fly more then any jumping.

As usual any help much appreciated :)
