Tesco Carrier Bag On Young Gull

While out at the sea shore to see what birds we could find this gull came by. He's gotten a Tesco Carrier bag caught on a leg. The other birds kept chasing him thinking he had something to eat, but he was just trying to find a place to land.
After a while he did finally land, unfortunately for him he landed way out in the deeper water, once he did this the weight of water in the bag he couldn't take off. He struggled out there for a while and I hope that the bag dragged him in shore.
We don't carry a cell phone and of course it was getting dark out, and he went so far out that we had no idea what to do for him except to hope!
I never litter, its a really big deal with me, of course he might have picked this up at the dump as well, as there are hundreds of birds (mostly gulls) feeding at the dump most days.
I will from now on cut up the carrier bags I throw away!
