I'm from Finland. Anyway, I'm sure we don't have anything like that here either. Only things I can come up with is either the same as Martin just suggested, aka some mechanism used on a dam, or hydraulics to lift and lover the dock for a ferry.

A ferry dock I think. I actually realized I may have seen similar mechanisms also around here. We have plenty of ferries in Finland, especially in the archipelago: de.wikipedia.org/wiki/Schärenmeer
