War Memorial in the Rain, Palackého Square, Prague
I think this is by Josef Mařatka (1874-1937) and commemorates the Battle of Zborov. The original memorial dating from 1932 was destroyed by the Nazis in WWII. It was restored in 1998 by Catherine Amortova.
