The cap badge "HMS Victory" may be a clue to their good fortune. The Victory was and is, Lord Nelson's flagship and therefore unusually for the British navy the name has never been reused. Naval legislation however stated that all naval ratings and officers had to be assigned to a ship - (a shore establishment such as a training college could however, be regarded as a 'ship' by the British navy). Any navy person allocated to work temporarily in a non-active service or training location was therefore as far as I understand it, regarded as being a member of the crew of HMS Victory. This lot probably had a port based career for at least part of there service therefore.
